Doug, there are no questions that are too basic! I think that first, you need to establish what your employer is trying to accomplish with a reuse strategy. What are you trying to accomplish? What is the scope of your project? Then, you can select a representative set of documents to analyze. Analysis will show you where reuse occurs or should occur and will also uncover other issues that you can resolve with a reuse strategy. Once you know what you're trying to do, and what issues you're trying to resolve, you can start on figuring out processes to resolve them. Make sense?
